Bryan said Senate did not advance $150 million credit line bill for infrastructure and energy projects
Gov. Albert Bryan Jr. said on April 5, 2023, that a special session of the 35th Legislature convened at his request did not produce approval of legislation that would have authorized the Virgin Islands government to use up to a $150 million line of credit for infrastructure and energy projects.
In a statement, Bryan said the measure had been negotiated over several months with the federal government, Congress and VITOL. He said the proposal was intended to advance recovery projects and make a payment toward a financial obligation between the Virgin Islands Water and Power Authority and propane supplier VITOL.
Bryan said the outcome of the April 5 special session was not what his administration had sought and could affect WAPA's ability to provide service and the government's ability to move recovery projects forward on schedule.
He said he planned to continue working with the 35th Legislature on alternative approaches before the next scheduled legislative session on April 13, 2023.
