Bryan said schools would phase in more in-person classes in January 2022 as USVI travel rules stayed in place

Gov. Albert Bryan Jr. said during the Government House weekly briefing on Nov. 8, 2021, that the Virgin Islands Department of Education would begin phasing in in-person learning for students in fourth through 12th grades in January 2022.

Bryan also said the U.S. Virgin Islands would keep its existing entry requirements in place after President Joe Biden lifted U.S. international travel restrictions. Bryan said travelers entering the territory would still be required to submit through the USVI travel portal either a negative PCR or antigen test taken within five days of travel or proof of vaccination.

Bryan said the administration had begun issuing checks and direct deposits that week for the 8% wage repayment tied to the 2011 Virgin Islands Economic Stability Act. He said residents could verify their information through the Division of Personnel website.

He also said the administration was finalizing a proposal aimed at providing a permanent solution to the financial problems facing the Government Employees’ Retirement System.

Bryan said he planned to travel later that week with Virgin Islands Port Authority Executive Director Carlton Dowe to Jacksonville, Florida, to meet with the U.S. Army Corps of Engineers about dredging permits at three territorial harbors and flood mitigation in Estate La Grange on St. Croix and Savan on St. Thomas. He said they also planned to travel to Dallas for meetings with American Airlines officials about additional air service to the territory.

The briefing also said volunteers were still being sought for playground equipment installation tied to renovations at the Midre Cummings Recreational and Youth Facility in Frederiksted, scheduled to begin on Nov. 12, 2021.

Government House reported that as of Nov. 8, 2021, the territory had a seven-day COVID-19 positivity rate of 2.7%, 90 active cases, four hospitalized patients and 83 fatalities.
