WAPA board approved contract changes, credit extensions and insurance authority on April 25

The Virgin Islands Water and Power Authority Governing Board, meeting on April 25, approved contract changes, short-term credit extensions and authority for the utility’s chief executive to finalize property insurance arrangements.

Under the Planning and Economic Development Committee, the board approved Amendment III to contract SC-05-23 to reallocate labor hours and add services including claims support, change-order review, technical support and other work tied to final completion. The board also approved a no-cost extension through May 31, 2025, for contract SC-25-22, the Donald Francois Substation switchgear replacement FEMA mitigation project, to allow more time to stabilize the system before de-energization of the substation.

Under Finance and Audit Committee items, the board approved extending FirstBank lines of credit, a FirstBank overdraft facility and Banco Popular lines of credit through July 31, 2024. WAPA said the cost would not exceed $250,000, including bank transaction-related fees and the authority’s legal expenses.

WAPA said the votes on SC-05-23 and SC-25-22 were unanimous among members present: Chairman Fleming, Member Turnbull, Member Boynes-Jackson, Member Selwood, Secretary Young and Member Muia all voted yes.

On the credit extensions, WAPA said Chairman Fleming, Member Turnbull, Member Selwood, Secretary Young and Member Muia voted yes, while Member Boynes-Jackson was unavailable.

In executive session, the board discussed legal and personnel matters and authorized Chief Executive Officer and Executive Director Andrew Smith to finalize property insurance arrangements with Willis and Tower in an amount not to exceed $1.9 million. WAPA said the reported-out vote was yes from Fleming, Turnbull, Selwood, Young and Muia, with Boynes-Jackson unavailable.
