HUD approved amendment clearing way for $145 million WAPA grant for VITOL propane facilities
The U.S. Department of Housing and Urban Development approved the Virgin Islands Housing Finance Authority’s substantial amendment, clearing the way for $145 million in Community Development Block Grant mitigation funds to be used by the Virgin Islands Water and Power Authority to acquire VITOL propane terminals at the Richmond Power Plant on St. Croix and the Randolph Harley Power Plant on St. Thomas.
Government House announced the approval on October 18, 2023.
According to the administration, the acquisition would give WAPA control of the fuel supply and management of fuel costs. Government House also said control of the propane facilities would allow WAPA to focus on resiliency projects, including expansion of renewable energy integration into the grid.
