WAPA board approved contract extensions, undergrounding purchases and insurance renewal

The Virgin Islands Water and Power Authority’s governing board approved a time extension and several contracts at its meeting on April 20, 2023.

The board approved a no-cost extension through Dec. 31, 2023, for the Midland Underground Project, identified as Contract SC-23-20. WAPA said the request followed manufacturing and shipping delays for materials needed to complete the project.

The board also approved a $4,028,152.76 contract with PECO International Electric Inc. to procure pad-mounted liquid-filled transformers as part of a hazardous mitigation effort to place utility equipment underground.

In a separate action, the board approved a $2,232,265 contract with Haugland VI for the purchase and installation of electrical cable and equipment for Phase 1 of the Underground Electrical Construction Project on Feeder 8B.

The board approved extensions of FirstBank lines of credit and an overdraft facility to no earlier than Oct. 31, 2023, and no later than April 30, 2024. It also approved extending Banco Popular lines of credit through April 30, 2024, at a cost not to exceed $250,000, including bank transaction fees and WAPA legal expenses.

The board also authorized Chief Executive Officer and Executive Director Andrew Smith to renew WAPA’s property insurance with Willis Towers Watson for an amount not to exceed $2.5 million for one year, providing coverage from April 30, 2023, to April 2024.
