The Virgin Islands Water and Power Authority said on April 11, 2024, that it planned rotational power outages in both districts because of separate generation and fuel-related problems.

In the St. Thomas-St. John district, WAPA said inclement marine weather and low fuel inventory threatened a district-wide outage. The authority said rotational outages were expected to begin late on April 12 or early on April 13 and continue through April 14, depending on marine weather conditions.

WAPA published a tentative two-hour rotation schedule for St. Thomas-St. John. The listed outage blocks were 12 a.m. to 2 a.m. for feeders 7E, 7A and 8A; 2 a.m. to 4 a.m. for 6B, 7B and 8B; 4 a.m. to 6 a.m. for 7C and 9C; 6 a.m. to 8 a.m. for 6A, 9E, 10B, Mall, YH2 and 8E; 8 a.m. to 10 a.m. for 7E, 7A and 8A; 10 a.m. to 12 p.m. for 6B, Masa Switch and 8B; 12 p.m. to 2 p.m. for Cassi Hill Switch and Nadir Switch; 2 p.m. to 4 p.m. for 6A, 9E, Mall, YH2, 8E and WICO or Port of Sale Switch; 4 p.m. to 6 p.m. for 7E, 7A and 8A; 6 p.m. to 8 p.m. for 6B, 7B and 8B; 8 p.m. to 10 p.m. for 7C and 9C; and 10 p.m. to 12 a.m. for 6A, 9E, 10B, Mall, YH2 and 8E.

On St. Croix, WAPA said several generation units at the Estate Richmond Power Plant were scheduled to go offline starting April 13, reducing generation capacity. The authority said rotational outages would be in effect indefinitely during peak hours, which it identified as generally 12 p.m. to 1 p.m. and 4 p.m. to 7 p.m.

WAPA said the scheduled rotation outage plan for St. Croix was still pending as of April 11.
