Bryan issues statement after appeals court ruling on Port Hamilton refinery permit

Gov. Albert Bryan Jr. issued a statement on July 25, 2023, after the U.S. Court of Appeals for the Third Circuit ruled that the Environmental Protection Agency exceeded its authority by requiring Port Hamilton Refining and Transportation to obtain a Prevention of Significant Deterioration permit before restarting the St. Croix refinery.

In the statement, Bryan said the ruling was "a significant milestone in the refinery restart and for the St. Croix manufacturing economy" and said it affirmed his position that the EPA had been wrong to require the permit.

Bryan also said that, as a former refinery employee, he understood its value to Virgin Islanders who relied on the industry for work, and said he remained committed to the safety of refinery workers and St. Croix residents.
