Bryan names Joss Springette chief negotiator for Office of Collective Bargaining
Gov. Albert Bryan Jr. announced on Feb. 24, 2019, that St. Thomas attorney Joss Springette had been named chief negotiator for the Office of Collective Bargaining.
Springette had been serving as general counsel to the Virgin Islands Public Services Commission. Government House said she previously served as acting chief negotiator and as assistant attorney general for labor at the Office of Collective Bargaining, where she represented the central government in labor and employment matters in arbitration, mediation, proceedings before the Public Employment Relations Board, and in local and federal courts.
The Office of Collective Bargaining serves as the executive branch's exclusive representative in collective bargaining proceedings and assists the governor in formulating labor policies and strategies, according to the announcement.
