Bryan proclamation designated Nov. 1 as David Hamilton Jackson Day and November as David Hamilton Jackson Month

Gov. Albert Bryan Jr. issued a proclamation on Oct. 31, 2019, declaring Nov. 1, 2019, as "David Hamilton Jackson (Liberty) Day" and designating November 2019 as "David Hamilton Jackson Month."

The proclamation recognized Jackson, who was born on St. Croix in 1884, for his work as a labor leader, politician, educator, lawyer, newspaper editor, judge, banker, statesman and community activist.

According to Government House, Jackson founded the territory's first labor union in 1915 to improve wages and working conditions in the Danish West Indies. The administration also said he traveled to Denmark and persuaded the Danish government to revoke a royal edict barring privately owned newspapers, then established The Herald in 1915.

Government House said Jackson later served as a judge under the U.S. Naval Administration and helped craft the Organic Act of 1936, which it said guaranteed civil rights later reflected in the Revised Organic Act of 1954.

Nov. 1 is observed in the Virgin Islands as Liberty Day, also known as Bull and Bread Day.
