Bryan administration submitted FY 2020 budget supplement to Legislature

Gov. Albert Bryan Jr. announced on Sept. 9, 2019, that his administration had submitted a supplemental budget to the Virgin Islands Legislature as an addendum to the FY 2020 Executive Budget.

The supplemental included $3 million for prior-year outstanding government obligations, $1.8 million for the Virgin Islands Police Department for two recruit classes of 30 officers, $1.7 million for the Department of Justice’s White Collar Crime Task Force, $600,000 for the Department of Public Works for street maintenance and town cleanup crews, and $100,000 for the Office of Veterans Affairs to increase the veteran burial benefit to $5,000 from $3,500.

The administration said the FY 2020 budget proposed $1.2 billion in expenditures, including $69.1 million for debt service, $216.3 million in federal funds and $941.9 million in local funds.

According to the announcement, the budget assumed no debt financing or new taxes and included full funding for previously negotiated pay increases, a $75 million set-aside for income tax refunds, an increase in the Insurance Guarantee Fund minimum requirement to $20 million from $10 million, and a $5 million appropriation to the Budget Stabilization Fund.
