Bryan introduced McCurdy during a Government House press briefing. McCurdy returned to the U.S. Virgin Islands from Chicago, where he had worked as associate vice president of finance and planning at Adler University.

According to Government House, McCurdy previously served as associate director of the Office of Management and Budget and also held positions there including senior budget analysis and revenue control officer. He holds a master's degree in economics and a bachelor's degree in accounting from Roosevelt University in Chicago.

At the same briefing, Health Commissioner Justa Encarnacion said the first USVI Cancer Summit was scheduled for St. Croix on July 18 and 19, 2023. She also announced that the Second Annual Children's Mental Health Summit, which had begun on St. Thomas the previous week, was scheduled for St. Croix from July 26 through July 29, 2023.

Encarnacion said hospitals in the territory had seen a slight increase in heat-exhaustion cases and urged residents to stay hydrated, wear lightweight clothing and seek air-conditioned environments. Bryan and Encarnacion also urged residents to call 988, the national suicide prevention hotline, or local crisis lines following suicides reported in the territory.
