The Virgin Islands Water and Power Authority said on February 10, 2023, that increased water loss on St. Croix had been tied to outdated piping across the island and faulty equipment at the Richmond water pump station.

WAPA said its Water Maintenance Division had been working to maintain water access during peak usage periods while immediate efforts to reduce water loss continued.

The authority said customers in neighborhoods including Clifton Hill and Carlton could experience low water pressure and at times little to no water service. WAPA also said the territory was entering its peak dry season.
