WAPA names general counsel and transmission and distribution director

The Virgin Islands Water and Power Authority said on September 22, 2021, that interim Executive Director Andrew Smith Hodge had appointed Dionne G. Sinclair as general counsel and Ashley M. Bryan as director of transmission and distribution for the electric system.

WAPA said both had been serving in the roles on an interim basis before their appointments.

Sinclair joined WAPA as deputy general counsel in 2020, according to the authority. WAPA said she previously worked in the public and private sectors, including as an assistant attorney general in the Virgin Islands Justice Department. The authority said she is licensed to practice law in the Virgin Islands, New York and New Jersey, and that as general counsel she would oversee WAPA's legal and contracting departments.

Bryan joined WAPA in 2014 as an electrical engineer I, the authority said. WAPA said she was promoted to electrical engineer II and then to system planning manager in 2017, and had served as interim transmission and distribution director since February 2021. In the position, WAPA said, Bryan would oversee division activities, spending projections, project development and reporting, FEMA disaster recovery-related work, the line department in both districts, and electric grid operations, including outage restoration efforts.
