WAPA told Legislature HUD was reviewing Vitol acquisition application

The Virgin Islands Water and Power Authority said in an update to the 35th Legislature on October 3, 2023, that the Virgin Islands Housing Finance Authority had submitted a formal application to the U.S. Department of Housing and Urban Development on August 17, 2023, related to the authority’s Vitol acquisition.

WAPA said HUD acknowledged receipt of the application on August 18, 2023, and had 60 days to review it.

The authority also said VIHFA was working in parallel on a capacity assessment and an environmental assessment of WAPA. According to the update, the capacity assessment was intended to determine whether WAPA had the manpower, systems, policies and procedures needed to accept and administer the grant, while the environmental assessment was intended to determine whether the facility would negatively affect the surrounding environment or end users’ health.

WAPA said the update was provided through the Office of Senate President Francis.
