Mapp approved billboard regulation bill and vetoed electioneering measure

Gov. Kenneth Mapp approved legislation on May 15, 2018, calling for further regulation of billboards in the U.S. Virgin Islands, according to Government House.

In a letter to Senate President Myron Jackson, Mapp said he agreed with the bill’s intent, including provisions that increased restrictions on billboards along public highways. He also said additional changes to the territory’s billboard laws were still needed, including appropriate fees for electronic billboards and greater consideration of aesthetic issues.

Mapp also vetoed Bill No. 32-0210, which would have given the chairman of the Board of Elections authority to determine the distance at which electioneering could take place near polling sites.

In his veto message, Mapp said he opposed giving sole discretion over those distances to the Board of Elections chairman and said the issue should be revisited after the general election.
