WAPA board approved contract extensions for St. Thomas pump house and East End transformer work

The Virgin Islands Water and Power Authority said its governing board, meeting on Feb. 29, 2024, unanimously approved two contract actions tied to electric system work.

The board approved an amendment to Contract SC-10-22 for the Randolph Harley Power Plant pump house project, extending the contract through May 31, 2024, and increasing the cost by up to $89,875 for electrical interconnection work. WAPA said the project was funded by the U.S. Department of Housing and Urban Development and was intended to improve operational flexibility, redundancy and reliability while supporting firewater service for generating units during emergencies.

The board also approved a no-cost, eight-month extension for Contract SC-05-24, the East End transformer repair project. WAPA said the extension would give contractor ABB Inc. more time to source a load tap changer for the DT1 transformer. According to the authority, the repair was needed to energize East End distribution feeders, improve system stability and allow work to begin on the switchgear replacement project at the Donald Francois Substation.

WAPA said the board discussed legal and personnel matters in executive session and took no action.
