Bryan orders Virgin Islands flag flown at half-staff after death of VIPD detective

Gov. Albert Bryan Jr. said on July 4 that Virgin Islands Police Detective Delberth Phipps Jr. was killed in the line of duty on the morning of July 4.

In a statement, Bryan said he had ordered the Virgin Islands flag to fly at half-staff for one week beginning at sunrise on July 5 in honor of Phipps' service.

Bryan said Phipps' death was a devastating loss for his family, friends, colleagues and the Virgin Islands community.
