Three Bryan-Roach Cabinet members sworn in on St. Thomas
Gov. Albert Bryan Jr. swore in three cabinet members on St. Thomas on Sept. 12, 2019: Joss Springette as chief negotiator in the Office of Collective Bargaining, Calvert White as commissioner of Sports, Parks and Recreation, and Ray Martinez as director of the Law Enforcement Planning Commission.
During the ceremony, Bryan said the officials would play roles in labor relations, youth and recreation programs, and crime-prevention planning.
Springette previously served as general counsel to the Virgin Islands Public Services Commission and as an assistant attorney general for labor in the Office of Collective Bargaining. White had been acting commissioner of Sports, Parks and Recreation on St. Thomas and had worked in the department for more than 12 years, including as assistant commissioner. Martinez previously worked for more than 12 years with the Virgin Islands Police Department, including as director of intelligence and director of internal affairs.
The Government House statement said Springette is a graduate of the University of the Virgin Islands and Thomas M. Cooley Law School. White holds a bachelor's degree in sports management from Southeast Missouri State University. Martinez holds bachelor's and master's degrees in criminal justice and criminology and is a graduate of the Federal Law Enforcement Training Center's Criminal Investigation Training Program.
