Bryan announced YES program to offset WAPA bills during COVID-19 emergency
Gov. Albert Bryan Jr. announced on April 27, 2020, the "Your Energy Stimulus" program to help residents and businesses pay Virgin Islands Water and Power Authority bills during the COVID-19 state of emergency and stay-at-home order.
Under the program, credits of $250 for residential accounts and $500 for business accounts were to be applied to the May 2020 billing cycle for active WAPA accounts. The credit was to appear on bills as a line item reading "YES Cares Act Credit."
The administration said the credit could not be converted to cash. Any unused portion from the May bill was to be applied to the following month's bill.
Government House said the program was backed by federal CARES Act funds approved by Congress earlier in April 2020.
