Bryan urged Senate action on mass-gatherings bill amid pandemic

Gov. Albert Bryan Jr. sent a letter on July 31, 2020, to Senate President Novelle Francis Jr. urging the 33rd Legislature to act on proposed legislation to restrict mass gatherings in the U.S. Virgin Islands.

The administration said Bryan had submitted the bill to the Legislature in December 2019 after a shooting at the Floatopia party at Fort Frederik Beach left six people injured.

According to the letter, the measure had not been acted on since its submission. Bryan said the legislation could help address unauthorized public parties and flash-crowd gatherings, including marine events on boats, beach gatherings and events at public businesses that did not promote social distancing.

Bryan wrote that prompt consideration and enactment of the Mass Gathering Act would aid protection of the community during the COVID-19 pandemic and afterward.
