The Virgin Islands Water and Power Authority said on January 20, 2023, that a staffing shortage in its Customer Service Department was causing longer-than-usual wait times for billing inquiries and other customer service requests.

WAPA said telephone wait times were longer than normal and directed customers to use email for assistance. The authority also said it had temporarily changed its average response time to 48 hours from 24 hours while it addressed the staffing shortage.
