VIPA selects VIports Partners for public-private airport redevelopment project

The Virgin Islands Port Authority announced on April 5 that its board had selected VIports Partners to enter a public-private partnership to redevelop Cyril E. King Airport on St. Thomas and Henry E. Rohlsen Airport on St. Croix.

Government House said the VIPA Board of Governors made the selection at a special meeting on March 26. Gov. Albert Bryan Jr., VIPA Board Chairman Willard John and VIPA Executive Director Carlton Dowe introduced the selected partner at a press conference at Government House in St. Thomas.

According to the announcement, the airports will remain under VIPA ownership and will be remodeled by VIports Partners.

A transition agreement was signed during the press conference. Government House said the agreement sets out actions to be taken by VIPA and VIports Partners over the following nine months in preparation for signing the full public-private partnership agreement.

Government House also said Frasca & Associates LLC is serving VIPA as P3 and financial adviser, Mayer Brown LLP as P3 legal adviser, the Law Offices of Jennifer Jones and the Law Office of Trudy Fenster as local counsel, The Paslay Group as P3 technical adviser, and Public Strategy Group as communications adviser.
