Bryan commuted sentences of three inmates in U.S. Virgin Islands

Gov. Albert Bryan Jr. commuted the sentence of Felix S. Perez, 72, during commencement exercises for the Transforming Lives Academy on June 20, 2023, according to Government House.

Perez had served 37 years of a life sentence at the John A. Bell Adult Correctional Facility on St. Croix. Government House said he was convicted of first-degree murder in 1988.

On June 21, 2023, Bryan also commuted the sentences of Elliston F. George and Stephan Hyacinth for time served.

George, 66, had served 45 years at Keen Mountain Correctional Center in Oakwood, Virginia. Government House said he was convicted in 1978 of murder and possession of a deadly weapon and had been sentenced to life without parole.

Hyacinth, 38, had been serving a 15-year sentence imposed in 2011 at the John A. Bell Adult Correctional Facility on St. Croix. Government House said he was convicted of unauthorized use of a firearm during a first-degree assault.

The June 20 commencement recognized 10 inmates for earning high school diplomas and trade certifications through the Transforming Lives Academy.
