Government House said $30,000 media purchase order complied with Virgin Islands procurement law

Government House said on August 6, 2020, that the Office of the Governor had entered into a $30,000 purchase order with The Strategy Group VI, LLC for print and digital media marketing services.

According to the statement, the purchase order covered six months and expired on July 10, 2020.

Government House said the procurement complied with Title 31 of the Virgin Islands Code. It said the amount was below $50,000, a threshold that ordinarily does not require a written contract, and that a justification letter seeking authorization to procure the services was approved by Property and Procurement Commissioner Anthony Thomas on January 10, 2020, after competitive negotiations with three possible vendors.

The statement said this was the only procurement of services from The Strategy Group VI by the Office of the Governor.

Government House issued the statement in response to an August 6, 2020 headline published by The Virgin Islands Consortium, which it said was misleading and falsely implied that the contract had been entered into illegally.
