WAPA board authorized storm-response contract negotiations
The Virgin Islands Water and Power Authority board on August 15, 2019, authorized Executive Director and Chief Executive Officer Lawrence J. Kupfer to negotiate and execute several contracts tied to storm and disaster response for the utility’s electric grids.
The action came during a special meeting on St. Croix focused on storm-related and emergency response items.
The board approved negotiations with Haugland Energy Group and BHI Energy for post-disaster damage assessment services. It also authorized negotiations with Landry & Kling Global Cruise Events to provide emergency boat housing for off-island crews involved in restoration work.
In addition, the board authorized contract negotiations with four electrical contractors for resources to support future grid restoration after storm damage. The Virgin Islands-based contractors were Fortress Electric and Bonneville Contracting and Technology Group. The off-island contractors were BBC Electric and Haugland Energy Group.
Board members listed as attending were Chairman Anthony D. Thomas, Vice Chairman Noel Loftus, Secretary Juanita Young, Gerald T. Groner, Cheryl Boynes Jackson and Hubert Turnbull. Kyle Fleming, Joel Lee and Elizabeth Armstrong were listed as excused.
